Practical Completion

Purpose

To ensure the infrastructure has been constructed to North East Water’s and WSAA’s requirements. This requires that all relevant documentation, including pressure testing logs and as constructed drawings, are received and accepted. The infrastructure is then accepted into North East Water’s network. The ‘24-month Defect Liability Period’ begins when Practical Completion is granted.  

Key topics for consideration

  • Have the relevant testing and acceptance criteria been met?
  • Have all testing logs been received and verified?
  • Has verification inspection of infrastructure been done by North East Water using the Preliminary As Constructed Plan?
  • Are assets ready for commissioning by North East Water?
  • Has CCTV footage been received and reviewed, if applicable? If so, has acceptance of the footage or list of defects been sent to the consultant?
  • Has compaction testing been undertaken and results verified, if applicable?
  • Has the Practical Completion Report been sent to the consultant listing any defects or outstanding items, or indicating that Practical Completion can be granted?

Our role

  • Ensure appropriate pressure testing is undertaken in accordance with current North East Water and WSAA standards
  • Ensure all required documentation is received and accepted
  • Conduct an inspection of the infrastructure with the Consultant and Contractor using the Preliminary As Constructed Plan
  • Provide an initial report which outlines all infrastructure defects or outstanding Practical Completion requirements to the Consultant/Developer. Additional reports will be provided as needed. Once all defects are rectified and outstanding items are completed, issue a final Practical Completion report indicating that Practical Completion can be granted.
