Restriction stages

There are four stages of water restrictions, ranging from stage one (mild) to stage four (critical).

Click on each of the tabs below to see the differences between each stage of restriction.

Stage One

Stage one restrictions do not apply if you are using spring or bore water, recycled water, grey water or rainwater collected in a tank that is not supplemented by North East Water.

Gardens and lawns (residential and commercial)

Hand watering

You can water residential or commercial gardens and lawns at any time, on any day using a hand-held hose fitted with a trigger nozzle.

Watering systems

You can water gardens and lawns using a watering system (manual, automatic, spray or dripper) only on alternate days between 6am - 10am and 6pm - 10pm.

Alternate days mean people may use their watering systems on an odds and evens, date-based approach:

  • even and no-numbered properties may water on even dates, for example the 2nd, 4th, 6th and so on
  • odd-numbered properties may water on odd dates, for example the 1st, 3rd, 5th and so on
  • all properties may water on the 31st of any month or the 29th of February
Public gardens, lawns and playing surfaces

Hand watering

You can water public gardens, lawns and playing surfaces at any time, on any day using a hand-held hose fitted with a trigger nozzle.

Watering systems

Public gardens, lawns and playing surfaces can also use a watering system only on alternate days between 6am - 10am and 6pm - 10pm, or water in accordance with an approved Water Use Plan.

Fountains and water features

You can fill and operate your fountain or water feature as long as it recirculates the water.

Hosing hard surfaces

You cannot hose down hard surfaces including driveways, paths, concrete, tiles, timber decking and other paved areas, except where cleaning is required as a result of an accident, fire, health hazard, safety hazard or other emergency.

You can use a high-pressure cleaning unit, or if such a unit is not available, a hose fitted with a trigger nozzle, or a bucket in the course of construction or renovation.

Vehicle washing

You can wash your car, boat or other vehicle at home using a high-pressure cleaning unit, a hand-held hose fitted with a trigger nozzle or a bucket or watering can, at any time, any day of the week. The vehicle may also be washed at a commercial car wash.

Sporting grounds

Councils and schools can water sports grounds and gardens in accordance with the times under Stage One restrictions, or submit a Water Use Plan to efficiently water outside of the prescribed hours.

Pools, spas and water toys

Filling

A new pool or spa of up to 2,000 litres can be filled by means of a hand-held hose, bucket or watering can or an automatic water top up device; however, a new or existing pool or spa of greater than 2,000 litres can only be filled in accordance with a Water Use Plan.

Topping up

An existing pool or spa of any size can be topped up using an automatic top-up device or a hand-held hose, bucket or watering can.

A mobile spa can only be filled or topped up in accordance with a Water Use Plan.

Water toys

A water toy connected to a hose cannot be used at any time.

Other

DAM OR TANK

A dam or tank must not be filled or topped up, except:

  • With the written permission of North East Water; or

  • In the case of a dam or tank providing water for fire fighting, public health or stock, only to the extent which, in the opinion of North East Water is reasonably necessary to provide for those purposes.

WATER TANKER

A water tanker must not be filled or topped up, unless;

  • North East Water has granted a mobile water tanker permit to the operator of that tanker; and

  • The tanker is supplying water to be used inside a dwelling or for firefighting, stock watering, construction, or dust suppression and other public health purposes.

COMMERCIAL MARKET GARDEN OR COMMERCIAL OR COUNCIL PLANT NURSERY

No Restrictions.

COMMERCIAL CAR WASH

A commercial car wash must not use water to clean vehicles, except by means of:

  • A high-pressure water cleaning device; or

  • A hand held hose fitted with a trigger nozzle to pre-rinse and rinse only; or

  • A watering can or bucket filled either by a hand-held hose fitted with a trigger nozzle, or directly from a tap.

MOTOR VEHICLE DEALER

Water must not be used to clean vehicles in a motor vehicle dealership except on alternate days, and then only by means of:

  • A high pressure water cleaning device; or

  • A hand-held hose fitted with a trigger nozzle; or

  • A commercial car wash referred to in the Commercial Car Wash section; or

  • A watering can or bucket filled either by a hand-held hose fitted with a trigger nozzle, or directly from a tap.

FOOD TRANSPORT VEHICLE

Water must not be used to clean inside a food transport vehicle except by means of:

  • A high pressure water cleaning device; or

  • A hand-held hose fitted with a trigger nozzle, and only if such cleaning is necessary, either to avoid contamination of the vehicle’s contents or to ensure public safety.

BOAT MOTORS

Water must not be used to flush the inboard or outboard motor of a vessel unless:

  • A suitable receptacle filled by a hand-held hose is used or;

  • A flushing device, connected to a hose is used, and the tap is turned off immediately after flushing is complete.

BUILDING FACADE (INCLUDING WINDOWS)

Water must not be used to clean a building façade unless:

  • A bucket filled directly from a tap (and not by means of a hose) is used.

  • Cleaning is required as a result of:

    • An accident, fire, health hazard, safety hazard or other emergency, and a hand-held hose fitted with a trigger nozzle is used; or

    • Construction or renovation work, and a high-pressure water cleaning device is used.

DUST SUPPRESSION

Water must not be used to suppress dust, other than in the course of construction referred to in the Construction section unless dust is causing a health or environmental hazard; and then only by means of:

  • A water tanker permitted in accordance with the Water Tanker section of rules; or

  • A hand-held hose, fitted with a trigger nozzle, or by a watering can, filled either by a hand-held hose fitted with a trigger nozzle, or directly from a tap.

CONSTRUCTION

Water must not be used in construction except:

  • By means of a hand-held hose fitted with a trigger nozzle, or by a bucket or other container, filled either by a hand-held hose fitted with a trigger nozzle, or directly from a tap; or

  • By construction equipment which requires a water supply for its safe and efficient operation; or

  • Water used in the normal course of initial testing or flushing of pipes or other works.

ANIMAL HUSBANDRY

Water must not be used for animal husbandry except for:

  • Drinking by animals or birds;

  • Cleaning of animals or birds;

  • Cleaning pens, yards and cages, and then only if cleaning is done by means of a hose fitted with a trigger nozzle.

COMMERCIAL POULTRY FARM

Water must not be used for cooling a shed on a commercial poultry farm except by means of:

  • Sprinklers used only for cooling and then only when the inside temperature reaches 30 degrees and between the hours of 6am and 9pm; and

  • Fogging systems and cooling pads, which may be used at any time.

Pools, spas and water toys

Filling

A new pool or spa of up to 2,000 litres can be filled by means of a hand-held hose, bucket or watering can or an automatic water top-up device; however, a new or existing pool or spa of greater than 2,000 litres can only be filled in accordance with a Water Use Plan.

Topping up

A new or existing pool or spa of any size can be topped up only on alternate days between 6 am – 8 am and 6 pm – 8 pm using a hand-held hose, bucket or watering can; or, by using an automatic water top-up device at any time. Pools and spas can also be topped up at any time in accordance with an approved Water Use Plan.

A mobile spa can only be filled or topped up in accordance with a Water Use Plan.

Water toys

A water toy connected to a hose cannot be used at any time.

Other

DAM OR TANK

A dam or tank must not be filled or topped up, except:

  • With the written permission of North East Water; or
  • In the case of a dam or tank providing water for fire-fighting, public health or stock, only to the extent which, in the opinion of North East Water is reasonably necessary to provide for those purposes.

WATER TANKER

A water tanker must not be filled or topped up, unless;

  • North East Water has granted a mobile water tanker permit to the operator of that tanker; and
  • The tanker is supplying water to be used inside a dwelling or for fire-fighting, stock watering, construction, or dust suppression and other public health purposes.

COMMERCIAL MARKET GARDEN OR COMMERCIAL OR COUNCIL PLANT NURSERY

No Restrictions.

COMMERCIAL CAR WASH

A commercial car wash must not operate:

  • Unless it will not use more than 100 litres of water for every car washed; and
  • Except in accordance with a Water Use Plan, prepared by the operator and approved by North East Water.

MOTOR VEHICLE DEALER

Water must not be used to clean vehicles in a motor vehicle dealership except on alternate days, and then only by means of:

  • A high pressure water cleaning device; or
  • A commercial car wash referred to in the Commercial Car Wash section; or
  • A watering can or bucket filled directly from a tap (and not by means of a hose).

FOOD TRANSPORT VEHICLE

Water must not be used to clean inside a food transport vehicle except by means of:

  • A high pressure water cleaning device; or
  • A hand-held hose fitted with a trigger nozzle, and only if such cleaning is necessary, either to avoid contamination of the vehicle’s contents or to ensure public safety.

BOAT MOTORS

Water must not be used to flush the inboard or outboard motor of a vessel unless:

  • A suitable receptacle filled by a hand-held hose is used; or
  • A flushing device, connected to a hose is used, and the tap is turned off immediately after flushing is complete.

BUILDING FACADE (INCLUDING WINDOWS)

Water must not be used to clean a building facade unless:

  • A bucket filled directly from a tap (and not by means of a hose) is used; or
  • Cleaning is required as a result of:
    • An accident, fire, health hazard, safety hazard or other emergency, and a hand-held hose fitted with a trigger nozzle is used; or
    • Construction or renovation work, and a high-pressure water cleaning device is used.

DUST SUPPRESSION

Water must not be used to suppress dust, other than in the course of construction referred to in item 21 of the Schedule, unless dust is causing a health or environmental hazard; and then only by means of:

  • A water tanker permitted in accordance with Water Tanker section of restriction rules;
  • A hand-held hose, fitted with a trigger nozzle, or by a watering can, filled either by a hand-held hose fitted with a trigger nozzle, or directly from a tap.

CONSTRUCTION

Water must not be used in construction except:

  • By means of a hand-held hose fitted with a trigger nozzle, or by a bucket or other container, filled either by a hand-held hose fitted with a trigger nozzle, or directly from a tap; or
  • By construction equipment which requires a water supply for its safe and efficient operation; or
  • Water used in the normal course of initial testing or flushing of pipes or other works.

ANIMAL HUSBANDRY

Water must not be used for animal husbandry except for:

  • Drinking by animals or birds;
  • Cleaning of animals or birds; or
  • Cleaning pens, yards and cages, and then only if cleaning is done by means of a hose fitted with a trigger nozzle.

COMMERCIAL POULTRY FARM

Water must not be used for cooling a shed on a commercial poultry farm except by means of:

  • Sprinklers used only for cooling and then only when the inside temperature reaches 30C and between the hours of 6am and 9pm; and
  • Fogging systems and cooling pads, which may be used at any time.

A new or existing pool or spa of any capacity cannot be filled; however, new or existing public pools or spas of any capacity can be filled in accordance with a Water Use Plan.

Topping up

Only existing residential or commercial pools or spas of any size can be topped up on alternate days between 6 am – 8 am using a hand-held hose, bucket or watering can; or, by using an automatic water top-up device. Pools and spas can also be topped up at any time in accordance with an approved Water Use Plan.

A mobile spa can only be filled or topped up in accordance with a Water Use Plan.

Water toys

A water toy connected to a hose cannot be used at any time.

Other

  • If written permission of North East Water is obtained, by:
    • an automatic or manual watering system used only as required for up to three hours per day; and
    • in accordance with, and while displaying any signs required by, that written permission; or
  • By hand-held hose fitted with a trigger nozzle, or a watering can or bucket filled either by a hand-held hose fitted with a trigger nozzle, or directly from the tap, at any time.

COMMERCIAL CAR WASH

A commercial car wash must not operate:

  • Unless it will not use more than 70 litres of water, for every vehicle washed; and
  • Except in accordance with a Water Use Plan, prepared by the proprietor and approved by North East Water.

MOTOR VEHICLE DEALER

Water must not be used to clean motor vehicles in a motor vehicle dealership except by means of:

  • A commercial car wash referred to in rules regarding Commercial Car Wash; or
  • A bucket filled directly from a tap (and not by means of a hose):
    • To clean vehicle windows, mirrors and lights; and
    • For spot-removing corrosive substances.

FOOD TRANSPORT VEHICLE

Water must not be used to clean inside a food transport vehicle except by means of:

  • A high pressure water cleaning device; or
  • A hand-held hose fitted with a trigger nozzle, and only if such cleaning is necessary, either to avoid contamination of the vehicle's contents, or to ensure public safety.

Water must not be used to suppress dust, other than in the course of construction (see below), unless dust is causing a health or environmental hazard; and then only by means of:

  • A water tanker permitted in accordance rules surrounding water tankers; or
  • A hand-held hose, fitted with a trigger nozzle, or by a watering can, filled either by a hand-held hose fitted with a trigger nozzle, or directly from a tap.

CONSTRUCTION

Water must not be used in construction, except:

  • By means of a hand-held hose fitted with a trigger nozzle, or by a bucket or other container, filled either by a hand-held hose fitted with a trigger nozzle, or directly from a tap; or
  • By construction equipment which requires a water supply for its safe and efficient operation; or
  • Water used in the normal course of initial testing or flushing of pipes or other works.

Water must not be used for animal husbandry except for:

  • Drinking by animals or birds;
  • Cleaning of animals or birds; or

A commercial car wash must not use water to clean any part of a vehicle other than its windows, mirrors and lights, and for spot removing corrosive substances, and then only with a bucket filled directly from a tap (and not by means of a
hose).

MOTOR VEHICLE DEALER
Water must not be used to clean any part of a vehicle in a motor vehicle dealership other than its windows, mirrors and lights, and for spot removing corrosive substances, and then only by means of a bucket filled directly from a tap (and not by means of a hose).

Exemptions

We are able to grant exemptions to water restrictions in special circumstances including filling new swimming pools and watering new lawns. During Stage 4 restrictions we also consider exemptions for council nominated priority green spaces. Click here to apply for an exemption.
