What are NCCs?
NCCs are an upfront payment to recover the cost of major water and sewerage infrastructure required to service development. We have established standardised NCC charges across our service area.
The Essential Services Commission of Victoria, through its Price Review, has approved the standardised NCC charges and the Negotiating Framework.
Standardised NCCs
Standardised NCCs apply for new connections in eligible areas. NCCs will be applicable for:

Subdivision developments where NCCs will be payable for each property created.

Any new connection (e.g. new tapping, meter dwelling, service line or sewer branch).

Any upsize to an existing connection where there is additional demand on the supply to the property.
Non Standard NCCs
Non-standard NCCs are applicable to customers including commercial and industrial developments, nursing homes, hospitals, schools or other non-rateable properties, caravan parks, public open space and sports grounds.
High Demand Water Customers
North East Water has changed the way it calculates New Customer Contributions (NCCs) for high demand water customers.
In order to reflect the higher demand placed on our networks by these customers, the NCC charge will be based on the meter size required. The meter size is converted to an equivalent residential connection.
Where it is agreed that the standardised charge is not appropriate, then negotiated NCC charges can be pursued in accordance with a Negotiating Framework.
Non-standard Sewer Customers
Please note there are no changes to the way non-standard sewer NCCs are calculated.
For non-standard sewer New Customer Contribution charges, the equivalent residential connection calculation will be based on the number of plumbing fixture units contained within the development.
